Policy Advocacy for Manufacturers (2023–2024)

Context:

South Sudan’s manufacturers faced steep non-tariff barriers, particularly import duties on raw materials that drove up production costs and hampered competitiveness. The business climate suffered from fragmented dialogue between industry and government, impeding problem-solving.

Action:

As Secretary General of ASSM, Kennedy coordinated a structured advocacy campaign on behalf of local manufacturers. He organized a series of public–private dialogue forums bringing together government ministries, trade officials, and business leaders. Through evidence-based policy briefs and persistent stakeholder engagement, Kennedy highlighted how high input costs were stifling the nascent manufacturing sector. He leveraged regulatory analysis and real-world case examples to propose pragmatic reforms.

Result:

The advocacy effort led to a landmark policy change – the zero-rating of import duties on critical raw materials for manufacturers. This decision immediately lowered costs for local producers and removed a key barrier to trade. Beyond this tangible win, the initiative strengthened the collective voice of South Sudan’s manufacturers. The improved dialogue between the private sector and government has contributed to a more conducive investment climate, laying the groundwork for increased industrial growth and investor confidence in the country.
